Change the wording of 3.2.2 (Inactive Roster)

from:
A player placed on the inactive roster must remain there for two weeks.
This restriction does not apply once the active roster limit expands to
36 after the trade deadline.

to:
A pitcher placed on the inactive roster must remain there for two weeks.
A position player placed on the inactive roster must remain there for one 
week.  These restrictions do not apply if the player being called up is 
replacing an injured player.  These restrictions do not apply once the 
active roster limit expands to 36 after the trade deadline.

[rationale]
This lines up more closesly with MLB's rules, which require a pitcher 
optioned to the minor leagues to remain there for a minimum of 15 days
while position players are only required to remain there for 10 days.
MLB also eliminates the minimum when the player is replacing an injured 
player.



2024-XX)
[effective for 2025 season]

Change the wording of 2.3 (All Star Game)

from:
The All-Star break consists of three off days for purposes of resolving
pitcher's rest and injury requirements.  Injuries in the All-Star game
do not carry over into the regular season.

to:
The All-Star break consists of four off days for purposes of resolving
pitcher's rest and injury requirements.  Injuries in the All-Star game
do not carry over into the regular season.

[rationale]
In recent years, MLB has had four off days for the All Star Game, from
Monday to Thursday, with games resuming on Friday.  This can make it
easier for teams to rest and reset their rotations for the next series.

[effective for 2025 season]

Increase the active roster to 27 or 28.  
If you vote YES, indicate your preference (27 or 28).

Changes section 3.2.1 (Active Roster)

from:
Each team is limited to an active roster of 26 players from week 1 through
the week prior to the trade deadline. The active roster limit is expanded
to 36 players after the trade deadline through the end of the season.

to:
Each team is limited to an active roster of [27 or 28] players from week 1 
through the week prior to the trade deadline. The active roster limit is 
expanded to 36 players after the trade deadline through the end of the season.

[reasoning]
MLB clubs can activate and deactivate players after every game, so when they 
begin a series, they effectively have a larger roster of players to use.  
This would give IBL teams similar flexibility, and be especially helpful when 
a series has unexpected injuries or extra inning games. As a side benefit it 
may reduce the number of activations/deactivations needed after each week, 
making it easier to manage rosters and reduce work for the registrar.
It also makes more sense now that we are sometimes playing as many as eight
games in a week.

Modify section 8.2.2 (MLB rules for extra innings)

from:
The IBL does not follow MLB rules placing runners on base in extra innings.
IBL games that go into extra innings will be played to conclusion using
standard rules.

to:
The IBL follows the MLB rules placing runners on base in extra innings in 
regular season games.  Each half inning will begin with a runner at second 
base.  The runner will be the player in the batting order position preceding 
the leadoff batter of the inning.  Postseason games will be played to 
conclusion using standard rules.

[note]
This change is contingent on league officers being able to make the
necessary technical changes, in particular with the GRS program.

[rationale]
This keeps the IBL rules aligned with MLB.  It will also reduce the
inconvenience of long extra inning games which make it difficult for
owners with limited time to play their games, and can cause pitcher rest
and roster problems.

[effective for 2025 season]

Add a new section (3.7 is Pitcher Fatigue and Rest):

3.7.XX Starting on Short Rest

During the regular season, after a pitcher starts on short rest, he must 
rest at least four days before pitching again.

[rationale]
Pitchers almost never start on short rest in MLB any more in the regular
season.  This rule would eliminate some of the unrealistic usage while
still allowing flexibility in case of disrupted team schedules or injury.

[effective for 2025 season]

Add a new section (3.7 is Pitcher Fatigue and Rest):

3.7.XX No Pitchers Remaining

If the current pitcher must be replaced due to injury, ejection, or
a rules limit, and you have no other available pitchers, you may use a 
pitcher who otherwise would be required to rest. He will be considered
fatigued, and his usage will be added on to previous usage to determine
subsequent rest days.  You can't use a pitcher whose previous appearance
was a start.

[rationale]
In real life, a manager would have the option to use a tired pitcher in 
that situation and would not be forced to use a position player.
