The proposals:

1. During a playoff series, if a player is injured during a game and is out for 
the rest of the series, he may be deactivated after the game and replaced.  
However, the person who is deactivated has to miss all of current series and all 
of the next series too.  (Would take effect for this year's playoffs.)

2. After a playoff round is finished the teams may readjust their active roster 
by activating or deactivating players.  However, any player who is deactivated 
must sit out two rounds.  (Would take effect for this year's playoffs.)

3. Allow teams to change their stadium every year instead of once every three 
years.  (Would take effect for next year's stadium draft.)

4. Exempt batters with a 0/0/0 card vs. both sides from vsR and vsL 
limitations.  (Would take effect next year.)

5. Increase penalty for a pitcher starting on 3 days rest:  -3 to fatigue, -3 to 
baserunners instead of -2 and -2.  (Would take effect next year.)

6a. Cap starts for IBL pitchers at their MLB starts + 10% (rounded up), instead 
of two times their actual starts.  

6b. Set a hard cap for pitcher starts at 38 starts.
6c. Set a hard cap for pitcher starts at the maximum games started by any MLB 
pitcher the previous season.
6d. Set a hard cap for pitcher starts at the maximum games started by any MLB 
pitcher the previous season + 4.
If you vote YES for more than one of these, also note which one you prefer; if 
more than one of these pass, only the top vote-getter will be adopted.  (Would 
take effect next year.)
