between weeks fifteen and sixteen and will count as three days off for pitcher rest requirements and injuries throughout the league. The game will be played in the stadium most recently switched to by any team in either league that has not been used for an All-Star game previously, with the tie-breaker being the stadium currently being used by the coach with the least seniority in the IBL. The voting for the starters by position will be completed by week 14, with all coaches who fail to vote being given a 1 IP point penalty. Just like in MLB, you may not vote for players from your own team, and ties will be broken by the IBLCS coaches from the previous year (or designated All-Star coach). The respective IBL Championship Series coaches from the previous year must submit a their choices of back-up hitters (at least one per position, 11 total) and their choice of pitchers (at least 4 starters and 4 relievers, 12 total pitchers) by the end of week 15 or suffer a 2 IP point penalty. If a coach fails to submit a list, then a list submitted by the AC or NC League Championship series loser will be used, 1 IP point penalty if he failed to submit a roster as well. If neither coach submits choices, then the commishioner may appoint any coach from that Conference to submit a list of back-ups and pitchers, with a priority being given to a coach who made the playoffs the previous year. If any players become injured before the game, the coach whose list is being used shall submit a replacement choice to the squad who will keep the rosters diverse (1 back-up at each position, 4 starters, 4 relievers). If an individual coach does not want his player to be used because of a lingering injury (hamstring, throwing arm, ect.) that would extend into any portion of the All-Star off-days, then he must notify the coach of the All-Star team and the commissioner as to his decision so that a replacement may be chosen. One member of each IBL team must be represented on the roster at all times. The game will be played online ftf during the off-week at any time convenient to the coaches whose back-up lists are being used. Adequate notice to the entire league of the start day and time should be given so that coaches have an opportunity to roll for their respective hitters, pitchers and fielders when appropriate. The coach whose list of back-ups and pitchers is being used will handle all other rolls and all strategy decisions for their team. Home rest schedule will be used to determine rest requirements for pitchers. Any pitcher who would normally not be available to pitch due to rest requirements will become eligible to pitch no more than one inning, with his fatige rating reduced to two baserunners. If a manager chooses, he may withdraw from the game any pitcher who would have to rest during the entire All-Star weekend from the team by notifying both the All-Star coach and the commissioner so that the All-Star coach may appoint a back-up. Pitchers will fatigue during the game based on the number of baserunners allowed regardless of innings pitched. If in 1987 his IBL team only gets him 312 AB + BB, he has a 33% chance of declaring free agency]. Past his actual usage, the player has a 2% chance to go free agent for each 1% that his IBL AB + BB exceed his MLB total, to a maximum of 99% at 150% usage [example - 1992 PHI Dyksta had 385 AB + BB. If his 1993 IBL team gets him 422 AB + BB, he has a 19% chance of declaring free agency]. The chance of each pitcher to stay with his IBL team or decare free agency is derived by the same method but by comparing innings pitched. The maximum number of players protected will be based on the highest level attained by the team if more than one applies [example - If a team has the best record in their division but goes on to win the Conference Crown, it can only protect based on the Conference Champion level, not the more generous division best-record level]. A few guys have talked about wanting to add more interleague games to the schedule. I came up with a new schedule to satisfy that need. However, while adding interleague games conference games were subtracted. Here is the formula: 18 games, 9 home, 9 away against divisional opponents, same as current format. 9 games against non divisional conference opponents. I set up a rotation where teams will play four conference opponents twice at home, once away and the other four twice away and once at home. The schedule would flip flop every other year so teams that played an opponent once at home the previous season would play them twice the next season and vice versa. 3 games against each opponent in the opposing conference. Each team would play six opponents at home and six away. The schedule would flip flop the next season so that everyone will get to play each interleague opponent every other year. I've created two schedules, one used in odd years and the other in even years to reflect the flip-flop of the schedule. It may seem confusing, but I feel as though people who want more interleague play will like this. I personally, believe the current schedule and the one I created both work. It is up to the rest of you. Each team will play the other teams from their conference 9 games, with extra home series traded from year to year to even the disadvantage. == proposal 8.0; Revise Playoff Structure to Traditional Methods == Proposed by Jed Rosenthal (TRI) Revise playoff structure to traditional method instead of "choosing your opponent". The playoff structure will be as follows: Five teams from each conference will continue to make the playoffs - 3 division winners and 2 wild card teams from each conference. Each of the 2 wildcard teams will play each other in a best of 5 game series. The wild card winner will then play the team with the best record in his respective conference in a best of 7 series with the "best record" team having home field advantage. The other 2 division winners will play each other in a best of 7 series and the team with the better regular season record will have home field advantage. In the case each team has the same record, head-to-head play will be used as a tiebreaker. The winners of each series will then square off in the conference championship in a best of 7 series - again home field advantage is determined by better regular season record and tiebreakers are determined by head-to-head records. The championship winners will meet in the IBL World Series in a best of 7 series. The team with the better regular season record will have home field advantage (although if preferred it can be alternated between AC/NC each year). == proposal 9.0; All-Star Game winner gets home field in IBL CS == Proposed by George Blas, POR In the spirit of Gerard's proposals to generate interest in the ASG (and the great idea of everyone's favorite Commish, Bud Selig), update sections 2.2.7 and 2.3 with the following: The winning conference of the All-Star Game will gain home field advantage in the IBL Championship Series. Update section 6.2 to say: Each member is required to send via E-mail, FAX, US Mail or phone a game report for their home series to the Commissioner, Vice-Commissioner, Registrar, visiting manager, next week's visiting manager, and the manager that will host the visiting team next week. Game reports are to arrive each week by 11:59 pm PDT Monday. e.g. In week 19, schedule has TRI@PHI. Week 20 has BUF@PHI and TRI@WMS. So PHI would be required to send Wk 19 TRI@PHI GRS to WMS in addition to TRI and BUF. == proposal 11.0; Yet another pitcher-batting rule == Proposed by Christian Beliveau, SPO Manager declare at the beginning of the year if their park will be DH only or open to pitcher batting. Their decision will be available on the web site and could not be change for the year. Visiting manager decide if the game will be play with DH rule or pitcher batting when there is an opening for it and send his MIS accordingly to his choice. PA accumulate by pitchers can be redistributed to any batting player to a maximum of: option A: 1 PA per game that player play in the IBL option B: 2 PA per game that player play in the IBL
